how to allow or disallow comments

I go to the settings/discussion tab, but can’t seem to find the right block to disallow comments. can someone please help.thanks,

This page > Settings > Discussion
Discussion settings is where you set up defaults for comments.

We can also override the default settings and enable or disable future comments on any post or page.

I am sorry, but I understand that there is a block somewhere, that says allow comments and allow trackbacks and pingbacks on this page. i can’t seem to find it..thanks again,
