How to apply the paid theme ?

  Hi, I just downloaded a paid theme and would like to apply it. but I cannot find the button of ”apply” or ”custom new theme” on my dashboard.

  I am using the free version of wordpress. Do I need to register as premium version so that I could apply the paid theme ? thanks!!
