HOW TO ARANGE POSTS ON WORDPRESS?

  Hi I need to reorder the posts in my blog and I have installed several plugins which do that but they dont work. I found that I need to place ‘hierarchical’ => ‘true’ in my functions.php file on this link:

  I have found this file opened it up but I dont know where exactly to place the code? Can you please help
