Without seeing your blog, there’s no way to know what theme you’re using. This may not be applicable to all themes. Anyway, when in edit mode for a Page, one of the options available is “Order.” You can assign a numerical sequence number to each Page. I give the one I want to appear first the number 10, the second one is 20, then 30 etc. Using an interval of ten between them gives me some wiggle room to re-arrange things.

It looks like you’ve customized that theme, but it displays Pages above the header, as does mine, so what I suggested ought to work. If it doesn’t, I don’t have any other suggestions.

I’m having the same problem. My blog is 1000awesomethings.wordpress.com using the Pressrow theme.
I don’t see the option to edit page orders. Does anyone have another suggestion or am I (more likely) just missing something? -
You have to open each page you have created, and then in the “attributes section” assign a page order and then click “update page.” Do that for each page you have created. The “home” page tab will always be the first though.
