How to ask a user to give up the blog name they are not using?

I’m sure the answer is here somewhere, but I have searched to no avail.
The owner of the blog name I would like to use opened his site in 2009 and never posted anything. The entire site consists of solely the opening default WP first post, and nothing else.
There is not even any contact information for the owner.
How might I go about contacting this person, or asking WP.com to contact him, about whether he might be willing to give up his blog name to someone who will actually use it.
Thanks for any recommendations or instructions.

WordPress.COM respects the privacy of the blog owner and will not help you contact the blog owner

There’s also the possibility that the original site owner no longer has the associated email associated with the account and/or log-in information in order to be able to transfer the site to you.
In any event, if you do leave a comment on an open contact or comment form on the site in question and you don’t get an answer from the site owner, that’s the end of the story, as @auxclass said. WPcom sites never expire.
