How to automatically transfer images into a page on my site fromanother website.

    I have established a web cam that takes a picture of our primary lake every morning at 9AM. I want to have my WordPress website look at a certain Internet URL, find the picture, copy it into the Media page and then put that picture on the correct page in my WordPress website so that members can view it. I want this to take place at 9:05 AM every morning. Is there a way to do this? I have created websites in HTML but I know very little about WordPress. Someone else created this new site and they don’t know a lot about WordPress either. Thanks for any clues.
