How to build a site without domain or hosting?

I intend to build a site to test my design and features. I am ok if the site link is white labelled as wordpress.com.
Can you please suggest how I achieve the same?

What do you mean by “test my design and features”. You can build a free site here with a subdomain address ending in .wordpress.com but to continue with free you’d need to use one of the free themes that already have their own design and features. Further customisation would require upgrading to a paid plan
