how to call index.php using is_page()?

    Because I am using a static homepage, I redirected the posts to a page named ‘News’. However, I discovered that I couldn’t call the ‘News’ page thru is_page() function anymore. I suspect it’s because the ‘News’ page now represents index.php. Is there any function or parameter(for is_page()) that I could use to call index.html?
