  Hi there, If you are adding a 2nd administrator to a WPcom site, then you would invite them to the site. You can find out more in this guide:

  If you are replacing the current site owner/administrator on a WPcom site, then the old site owner needs to transfer ownership to another admin on the site. They can do so following this guide: https://en.support.wordpress.com/transferring-a-site-to-another-wordpress-com-account/
