If you’re using certain themes, you will be unable to do this.
You can find out which theme you’re using by going to My Site > Design > Themes.
If, after going to My Site > Design > Customise, you can’t see a Colours & Backgrounds setting, the likelihood is you aren’t using a theme that allows colour changes.
If this is the case, go to https://wordpress.com/themes/, find a theme that does allow colour changes and click ‘Activate this design’.Depending on how similar the theme you’re using now and the theme you change to are, your home page and certain other main pages (such as about) may change to the new theme’s templates, as well as menus and custom CSS. I would recommend copying any content on these pages before changing your theme, although changing themes is very safe:
You will find the old pages in the Drafts by going to My Site > Site > Pages > Drafts. You’ll need to republish these by selecting them, and clicking ‘Publish’ in the top right-hand corner. https://wordpress.com/pages/drafts

You can also delete the new theme’s page templates by going to My Site > Site > Pages, finding the template, clicking the three dots and selecting Bin. https://wordpress.com/pages
