how to change color of small area on theme

  I’m not a coding genius so this is why I ask. If you look at the site you will see this green bar going across the middle. It does not go with the rest of the sites colors. I’d like to change the shade of this bar to the color of the sky line in the background I have. I am unsure of how to do this. I need this solved asap since I have a large number of people waiting for this site to be completed.

  I’d also appreciate it very much if someone could show me how to change it to whatever color I’d like rather than change it once and not be able to change it because I’m ignorant of how to. thanks again.
