How to change header image size with CSS for different devices

Hi there. I need to change the size of my header image. I am currently using the Zakra theme. I’ve managed to change it so that it is the right size for desktop (1400 x 400) but this obviously changes the dimensions when viewed on a tablet or mobile. What is the best way to make changes to the CSS so that it reflects differently on each device?
