Hi, I see there are plugins to insert site-wide code, but how do I access each page in order to ensure it has a good title, description, etc. and change those if I deem it necessary? Thanks!

Directly editing these characteristics are part of writing/updating your posts and pages!
Each page/post already has a title that you assigned when you wrote it. The description is the tagline, and using keywords in your posts will all help improve your ranking in search engines.

Also please note that plugins to edit the source code of your site can only be used on the WordPress.com Business Plan.
Even on self-hosted sites, those plugins sometimes cause more harm than good. If you want the ability to edit the source code of your site I’d rather suggest you look into the self-hosted WordPress option at a host that provides FTP access, like Pressable or Bluehost.
