how to change my blog url

I tried to change my blog url (under general settings) but it still shows up as my old url and now the option to change it is not there. Also, the name I want to change it to was used by someone else previously (but they’ve deleted their blog already) is there a way I can change it? Thank you!!

I am sorry but you cannot claim a deleted blog URL. No one can use a deleted blog URL regardless of who registered it. Deleted blog URLs are not recycled here and you can confirm by reading:

http://en.support.wordpress.com/recycling-blog-names/We cannot edit any blog URLs. If you want to change the .wordpress.com blog address ie. the URL starting with http:// then you must be logged in as Admin under the exact same username account that registered the blog to do that and the URL you desire must be available. If so, then you can change the URL by using the guide http://en.support.wordpress.com/changing-blog-address/

Changing a URL is a permanent and irreversible act. No changed or deleted blog URLs are recycled here, regardless of who registered and deleted them and no exceptions are made.
