How to change positioning of site title
-
I’m totally new to this and have no idea where to start. I want to move the site title down in the header photo so you can actually see the font! How do I do this? Also, the tutorial is telling me to start a notepad document for HTML… but when you go to customize your blog, and choose CSS, it tells you to type what you want to change in the space provided…
I appreciate any help someone can offer me!

a) I’m seeing you switched to a different theme instead. Good decision: the blog title wouldn’t look ok in front of this particular image no matter where you placed it (except if you added a semi-transparent bg or other effect to the title – which would be a pity for the image).
b) What tutorial are you referring to? And what exactly would you like to do (apart from repositioning the title)?

At WordPress.com, the CSS editor is in a panel in the Appearance → Themes → Customize → CSS area, and there is not an option to edit the HTML directly. You could create CSS using a text editor and then copy it into the Appearance → Themes → Customize → CSS editor, but that’s probably not necessary.
