  Most of the themes on WordPress.com allow users to change the background color of the site: https://en.support.wordpress.com/themes/custom-backgrounds/

  However, if you’re referring to the background color of the posts and pages, it can only be modified using custom CSS, which requires an upgraded plan to either Premium or Business plan.
