  Can I change the menu background color, I know this can be done in wordpress.org. but can this be done in wordpress.com?

  The blog I need help with is: (visible only to logged in users)

  Is it expensive for upgrades and can I use upgrade for other WP projects?

  So if I buy for a year, do all my css changes. Does it default after a year if I don’t pay again?

  Hi there – Yes, if you let it expire, the CSS modifications cease to function, but they are saved in case at any point in future you renew the upgrade again.
