How to change WordPress login url

Hi, How do you change the WordPress login url? I’m trying to get my WordPress site public and I would really feel more comfortable with the login url changed but I’m having a hard time doing so and can’t seem to figure it out? I know that there are plugins to do it but I’m using WordPress.com and I know that it has limitations as far as plugins and things like that. When I go to plugins I’m not able to use them. Is there a way to change the login url without plugins? I really need the help and don’t really know who else to ask or who would know.
