How to claim an abandoned blog (new owner, old one done a runner)

Hi there, I’m the new administrator for weightlifting ACT, this is an Australian Weightlifting Federation affiliated association.
The old administrator, (who’s name I can supply) has failed to be able to provide me with the access details to get into the blog.
I also have had forwarded to me the renewal notice for the domain (but again without the admin details I can’t do anything about it.)
The blog remains basically unused and I need to change that.

There is no such thing as claiming an unused blog URL here. Every blog has a sole owner and it is the person with the username account who registered the blog under that username account. The owner of the blog has to transfer it to you http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account

After that person transfers the blog to your Staff can transfer the upgrade but not before.

thanks timethief… the problem here is that the person who WAS the administrator … has basically done a runner on us (it’s murky).
sorry, done a runner.. that’s an australianism.. She’s taken off and has left us with no access to anything except the facebook account.
is there anything we can do or should I just look to start up a fresh blog with new urls?

Start a fresh blog because Staff are not able to transfer the blog to another username accountwithout the express written permission of the blog`s owner.
