For example, I wanted to create a site about Bangalore city. I wasn’t able to find a decent subdomain name in wordpress.com as they already exist, and, they have absolutely no content!!!

http://bangalorean.wordpress.com/Help me understand if some money greedy person blocked the sub-domain names expecting to make money out of selling the site name!
Such inactive but public/community related sub-domains should be released back to the public so that someone who actually wants to use it can use it!They should be a way for
1. users to report wordpress.com about dead sites
2. wordpress.com to notify the site owners to keep their site alive, or else the site would forfeit in 30 days. -
Sorry a real bad idea – there is no requirement to use a blog once it is registered – I like that
If you want the name – contact the blogger and see if they will transfer the blog to you
So if you go on vacation or in the hospital or something – then I could get your blog blown away on day 31 ripe for abuse
some other sites do have must use policies – try them

I am talking about sites that have no content at all but have blocked domain names. That 30 day (or some number) is a grace period for such sites to put up content.
See, if you register a site using your personal/company name, then that is fine. But if you registering using public names like cities, places etc, AND keeping the site empty, then it is something to be looked at. Don’t you think so? -
It’s none of your business if someone registers a site and doesn’t use it. It still belongs to them.
If you want to “own” a domain then cough up $18 a year and get Whatever.com instead of complaining about someone smarter and faster than you getting the URLs you want.
If you can find them, make them an offer. It will probably have to be better than $18 though.

Nice idea. There should definitely be a method for submitting a request to have a blank or unused sub-domain repatriated.
