how to combine the both post and page modes

Theoretically, yes. As a conception. As for manipulation with the interface option available in the blog, then I do not know exactly all the options. So, a simple question, say, how to change the title of the blog makes me uncertain. Only after I have looked through the support forum, I got to understand that it is so simple just by going to Dashboard – Setting – etc. Having a too limited experience within the blog, I feel always uncertain, alas.
Would you mind telling how exactly I should proceed in order just on purpose to make the same as I did previously, i.e. to turn posts into “pages”, the latter I would like to link with the menu tabs, thus complying with the idea that a limited number of pages does always correspond to a limited number of tabs available on the screen.
To start with, as I understood, I should first have to make static pages available. Where is that to do?
Then, I should apparently have to make some posts with different tags. Should the tags be the same ones, then these posts would appear as “pages” to link to the tabs. However, I can see only “Categories” within internal menus, thus no tags.

No, you clearly still do not understand. http://support.wordpress.com/
To do what you want, you don’t need Pages at all. Forget the idea of Pages. Use Posts. You can use tags and categories interchangeably at WP.com.
These are the instructions you need to follow: http://wpbtips.wordpress.com/2010/06/30/posts-on-pages/ the dynamic Category/Tag page will automatically form and update.
