How to configure a custom menu with static top level tabs and sub menus??

I’m using the Sunspot theme which has the option of using a custom menu. I’d like to create a menu with several top-levels. “About” is one of the static top level tabs I want with sub menus of “Our Mission” and “About Edward Ellison”. I have read through and performed the help guidelines in regards to creating custom menus, but am having no success. Please help!

Create category and assign it to all the relevant posts.

When you do that then when the posts are published the software will automatically display them on the dynamic Category and sub-categories pages.

Add dynamic categories and sub-categories pages into custom menu as items and order them as required.
