  If we need to offer some additional information about any subject on which a blog has been created, how do we contact the blogger

  You can post it as a comment on that blog or use the contact form if available. WordPress.com will never give you contact info.

  Some times the comment box is either not available or closed and the contact information is not available, How can we pass on our message in such cases

  You won’t be able to do that in those cases. It’s the site owner who decided if they allow others to comment on their site. It’s also up to them to publish any contact form or information to their site.
