  I have purchased a domain from go daddy. Now please help me how to create a blog with hosting. I want to pay monthly

  You could have purchased your domain right here at WordPress.com. GoDaddy offer hosting too. Where do you want to be hosted? Here or there? If Godaddy then you’ll need to approach them. If you want to use your new domain here to replace the address https://healthandbeautifulin.wordpress.com/ then you can map your new domain to this site by purchasing a WordPress.com Personal plan or higher. (You could transfer the domain to here when you’ve owned it 60 days).
