  You need to hire a web host http://wordpress.ORG/shosting and set up your own WordPress.ORG software install to do that. You cannot do that at WordPress.COM.

  We provide support only for WordPress.COM hosted sites. You are posting to the wrong support forum and we cannot help you.

  WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.   You cannot install any custom theme or any third party theme into any wordpress.COM hosted blog and there is no upgrade that changes that. The “add new theme” option does not exist on any WordPress.COM hosted blogs. You are confusing WordPress.ORG software with WordPress.COM hosted blogs.

  There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

  The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes
