Hello there,
Create a Bogroll > http://en.support.wordpress.com/blogroll/add-a-blogroll-link/
Display the links in a Links widget in your sidebar > http://en.support.wordpress.com/widgets/links-widget/ -

A custom menu allows you to:
Change the order of pages
Nest pages to create sub-menus (drop-downs to subpages)
Display posts on multiple pages by creating category pages
Add posts, tag pages, and custom links to your navigation menu where tabs to Pages are normally displayed. -
ok…I’m very new at this and also can’t get “apply all” (related suggested tags) to work although that feature worked a few days ago. What happened?

OK. I am still strugglilng with this. I want to find the menu where I can add the links, but I can’t access it. (the one you see in your link). All I can find is this:

I want to find the menu where I can add the links
If you are adding custom links to a custom menu then here are the instructions > Adding Custom Links
But if you want to have links display in the Links widget in your sidebar then you must enter them in your dashboard following these instructions > Create a Bogroll > http://en.support.wordpress.com/blogroll/add-a-blogroll-link/
Display the links in a Links widget in your sidebar > http://en.support.wordpress.com/widgets/links-widget/ -
OK. I think I have it now. I was missing the part where I needed to go to the dashboard after adding the initial widget. (My LD has to do with following a series of steps in abstract land, so I appreciate your patience. Thanks!)

That’s good news. Lots of new bloggers get confused about widgets. All they do is display data that we enter into various sections of our dashboard. :)
