How to create a new blog using an old/deleted blog name?

Yesterday (11/27) I created a blog I named microfinanceandpublichealth within my nhtortuga and then realized that I wanted it out of that account–to stand on its own. I deleted it from nhtortuga and followed the email link so that now it not longer appears as one of my nhtortuga blogs. But now when I ask for microfinanceandpublichealth.wordpress.com, it says that name is already being used. I rather doubt that between the time I finished deleting it from nhtortuga and the time I tried to create it (about 15 minutes), someone else chose that name. I waited 24 hours, figuring maybe your system needed time to clear the delete but still can’t create a new blog under that name. Additionally, entering the address microfinanceandpublichealth.wordpress.com tells me that this blog has been deleted. Can you clear something so I can create a blog with this name? Thanks!

I’m sorry, but deleted blogs cannot be restored or reused. Deleting a blog is permanent and the name cannot be used again. There are several warnings about this on the Tools -> Delete Site page and in the help pages, and you are required to confirm the deletion by email.
You can start a new blog by logging in to WordPress.com and then going to http://en.wordpress.com/signup/
With any blog, you can also use your custom domain with Domain Mapping upgrade. http://en.support.wordpress.com/domain-mapping/
