I just signed in to PayPal and I didn’t see the tool option at the top, either. Assuming it will display the same for the both of us…

Click on Get a PayPal Button Code, then select the link for signing in to PayPal.Once you sign in, scroll to the very bottom and you should see three options on the left side…
Classic Site Help & Contact Security
Click on Help & Contact. When that screen opens, you will see the tab titled Tools at the top. Hover over Tools, then select All Tools. Scroll down and you will see the PayPal Buttons option. Click there to open it and you can reference back to the link above for guidance on finishing set up.
I haven’t used PayPal in quite some time, so there may be an easier way of locating the PayPal Button. The link below should bring you straight there, but I also wanted to explain how I found it so you would know.

I still did not find the Tools tab by following your instruction. It might be due to that I was trying to create donation button from my personal account. For our production site, I am going to login to our organization’s paypal account and I hope the problem will be resolved by following your instruction.
But the link you provided worked perfectly. So I am happy now.

I am adding modlook tag in case Staff is not aware. PayPal seems to have changed the look of their site causing it to not match up with the support doc provided.

Hi there,
It looks like PayPal changed how to get to the tool.
Now you need to go to the My PayPal screen. You should see a Selling Tools option to the left:

I’ll also make sure that the documentation is updated accordingly.

I’m currently mobile, so I think it’s viewing differently at the moment. I was assisting soaronline with getting the PayPal Button.
I just wanted you to be aware that the documentation wasn’t matching up due to PayPal changes. Wasn’t sure how to go about informing someone, so I added the modlook.
