How to create a private blog on WordPress

I am heading up a local community group. It will be small – no more than 20-30 members. Rather than all emailing each other all the time I would like to set up a provate blog we can all access and contribute to. It would need to be restricted to group members only. How can I do that please

You can go to Settings -> Privacy and choose the third and final option, only allowing specified members to access your blog.
Note, however, that all users must have WordPress.com accounts, or you cannot add them to your access list.

settings? privacy? where are all these things. In my dashboard I have only “write/manage/design/comments/upgrades”. I want to make my blog private as well.

The settings link is on the right hand side of your dashboard, on the same line as the write/manage/design/comments/upgrades.
