How to create a site in different languages

Hi! I would like to create a site with the contents in two different languages (Spanish and English). I have created already the contents in Spanish. Like in many web sites, I would like to include a menu tab named “English” so that when the visitors click on it, all the contents appear in English. How can I do this? Thanks a lot for your help!!!

We do not have FTP access and we bloggers cannot install any plugins, we cannot use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/

However my idea was not to automatically translate the contents of my website but instead, I want to be able to paste my own translations. In other words, when someone clicks on the “English” tab, the website will be translated into English with the texts that I have produced. is that possible to do?

Automatic translation is not available to WordPress.com blogs.
