How to create an auto return URL for paypal on my website

I am trying to set up an auto return page for PayPal to send buyers back to my website. But, As far as I can tell, when I create a page on my wordpress.com website it is either public (anyone can see it, which is not what this return page is for) or private (no one can see it, wrong again) or password protected (not for the people who will need to see it). Shouldn’t there be an option that allows anyone with the url to view it?
PayPal wants a URL that has a Thank You message on it to send buyers to after they complete a purchase. How can I create this auto return page to come up ONLY for people who have completed a purchase? I am so confused. Thank you.

Okay, but my website’s url contains “wordpress.com” not “wordpress.org.” Then when I go to wordpress.org to do as you suggest it asks me to register then asks me if I want to make webpage. So, wordpress.org doesn’t know I have a website. How can they help me? Sorry for being such a dunce about this stuff.
