How to create an external dev environment? Can I use GitHub with WordPress.com?

Need to set up a dev environment for my WordPress.com site. Is GitHub the best way to do this?
If so, could someone link to documentation outlining how to do this with WordPress.COM?
I have been trying to figure this out and can’t for the life of me seem to understand how to pull data from my live site into GitHub and then send it over to the staging site.
I think all the documentation/tutorials I have found are meant for WordPress.ORG users as they have you accessing the cPanel and sending things via FTP which I think is not possible on WordPress.COM.
Can someone please provide guidance on setting up a dev environment mimicking my WordPress.COM site?

We do not offer a staging environment on WordPress.com. The closest would be to create a second site in your account to use for testing, but if you’re using plugins you’d need a Business Plan for that site as well.
If this is for something like quickly seeing how a theme or a particular plugin works, you can use a service like https://jurassic.ninja That allows you to quickly create a new WordPress site with Jetpack installed, which will automatically delete itself after a week. For the most part, such a site should work the same as a WordPress.com Business Plan site.

Sorry, correction, that plugin is one of the few that is not compatible with our Business Plan: https://en.support.wordpress.com/incompatible-plugins/#miscellaneous

I want to change the theme for my wordpress.com business plan site, but I expect I’ll have to make many adjustments in my content to make it work. How can I do that on wordpress.com without impacting my live site while I adjust and test? You suggested above creating a second site on my account for testing, but how then do I transfer the content and design over to my original, live site?

You can import/export content between the two, and use the same theme on both.
