How to create groups of users?

  I would like to create a wordpress blog for business purpose and would like to have a login for with three groups of users: wholesale buyers, retail buyers and employees. Is there a plugin I can use to make this possible?

  There is no FTP access to free hosted WordPress.com blogs and we cannot install individual plugins into them.
