  Hi how do i accomplish something like whats shown here: http://www.designcrowd.com/ in the money back guarantee section where if u were to click on “conditions apply” a popup of a list of stuff appears?

  Nope, you need scripts or JavaScript for do that. An JavaScripts are not allowed on WordPress.com for security reasons:
