How to Create ‘Page Layouts’?

How do I add support for ‘Page Layouts’ (i.e. https://wordpress.com/support/page-layouts/) to a custom theme?
Also, I cannot find how to use a ‘Page Layout’ on any of the recommended themes.
What even is a Page Layout? Is it more or less a glorified Block Pattern?
There is nothing else I can find on Google that has to do with the ‘Page Layouts’ referred to in the link above.

By everything you mentioned in your other forum post, it sounds like your site is using the open source WordPress software. These forums you’ve posted to assist users with free sites hosted by WordPress.com, the hosting provider.
For help with WordPress, head over to https://wordpress.org/support/ where you’ll find both documentation and forums for that software.
WordPress and WordPress.com are separate entities. You can learn more about this here: https://wordpress.com/support/com-vs-org/
