How to Create Tagline in Header above Hero

I would like to enlarge the header and insert a centered tagline and then have the hero below that, as shown on my friend’s page here:

Hi there,
The layout and design feature you want is determined by the theme you will choose and some themes will not allow for that. So if you can find a theme that showcases a design like that, that’s one way to do it.
What is the best way to do that?
Another way is to choose a blank theme and you will be able to design that layout, I managed to replicate that on my test site.

Hi @jentarbet, I’d agree with @therefoiam — most themes these days will simply let you insert a block below your heading and above a cover image, and you can put what you want in that.
It looks like you’re using Elementor. I think they have options like that in their Pro edition.
Or you’d be welcome to use one of our built-in themes. This one gives you a bit of a head start:
