  Hi there. Are you talking about the Custom Header? You add that by going to Appearance ->Header or Appearance ->Customize ->Header in the dashboard. See here for instructions: https://en.support.wordpress.com/themes/custom-header-image/

  With your theme you can also add featured images to individual posts. https://en.support.wordpress.com/featured-images/
