  I want to create membership site. so that my visitors may create their account (username and password) and i can later send them weekly newsletters etc.

  For a full membership site you might want to look at a self-hosted installation of WordPress.org.

  This would give you more flexibility and allow you to use tools like BuddyPress to customize your membership options.

  If you just want email subscriptions though we do have that built in to the blog subscriptions widget.
