How to determine spam links on a blog

I have a blog that I’ve had a few years now, but lately the comments has been declining. A friend of mine mentioned comments on my blog could be spam links and potentially lower my google rankings. Not only that, but they could have viruses. On a website it mentioned to delete links with HTML in it. I was wondering about links that have php in them, or gaming sites. I am a little confused as to how to determine which is a spam link or ones that are ligit? Does anyone have suggestions?

If it doesn’t specifically reference your post content, it’s Spam.
Almost all generic ‘cool site’ and ‘I’ve bookmarked you and will return often’ type comments are spam.
