  You can delete your blog, but you cannot delete your account.

  My suggestion, since if you delete the blog name you are using you will never be able to get it back, ever, is to set it to private so that it is not publicly accessible, and then just don’t use the account or the blog. If at some later date you wish to use it, it will be there for you. Remember, if you delete the blog, you can never get it back. It is gone forever.
