How to disable reply comments

At the bottom of every one of my pages is a form to reply with a comment. I’d like to disable that. I found this page about discussion settings, but nothing there is a disable discussion settings settings.

Hi there,
All WordPress blogs by default have comments open on all Pages and Posts. Your visitors click the post tiles or the comment links or comment bubbles on the front page of the blog and they are directed to the full post appearing on it’s own page where the comment boxes appear at the end of the posts.You can enable and disable comments on free hosted WordPress.com blogs on this page > Settings > Discussion Discussion settings is where you set up defaults for comments.
