How to disable the ‘Welcome to WordPress’ pop-up window?

    Today a ‘Welcome to WordPress’ pop-up message center type window has appeared on the right side of my screen anytime I go to my website. I would like to permanently remove it. How do I do this? I’ve already gone under my settings and disabled all notifications and it is still there.
