How to edit header.php

Hi, I am trying to edit the header.php. But I cannot open neither of the Appearance-Customize/Editor/Additional CSS. These pages are just blank. And I cannot find the access of header.php in the Appearnace-Themes-Edit. Is this because I am a free plan? How can I solve this.

Most sites on WordPress.com use a shared environment, meaning that they all run the same software. This is great because it allows us to update millions of sites at the same time. It means we can fix bugs or offer new features very quickly, which is a win for you as users.

Having the access to edit your site files is one of those things and requires a Business or higher plan in order to do so on your site.
