how to edit header text?

  I want to change the subheading of my blog, but I can’t find how or where to do it. When I click on Appearance -> Header it doesn’t give me this option. Am I just stuck with my blog header text as it is?

  It’s called a Tagline and you can change it here > Settings > General
  Don’t forget to click “save changes” when you are done.

  I purchased a premium theme and the tagline is “web design.” I changed my tagline under settings-general several days ago but when I go to my site live, it still says “Web design.” Very frustrating! HELP! Please.
