How to edit my "masthead"

Hi, first let me describe the term I am using in case it is not the officially defined one. To me a “masthead” is similar to a “letterhead.” It is the thing (art and links, etc) that appears on all pages of a blog. Mine has several links: “Home” “About” “Etc”
I need to make changes to some of those links and cannot, for the life of me, figure out how to do that or even where to go to find out.
Can someone please help?

I looked at your site and it seems like you were hoping to make changes to your navigation menu.To do that, you can check out this help file:
http://en.support.wordpress.com/menus/You can change the order, make pages primary or a sub menu for a drop down, use categories and other little neat things.
On that link I pasted, the table of contents is on the right hand pane so you can just click the link to go straight to the topic that you need.

Anyway, I can’t seem to figure it out from what is at that link. So, let me provide a little more detail–the specifics to be exact.
Take a look at the long link that says Institute for the Application of Austrian Economic Theory of Economics to Natural Resource and Environmental Management.
If you hit that link, it will send you to an internal page of the blog. I would like for it to go to another web site like, for example, http://www.landandlivestockinternational.com
Seems like it ought to be pretty simple but I must be missing some key element.

No, that’s not simple. That requires the use of a Custom Menu, which is explained in the link that you were given above.

Have you considered using a Link Menu instead for external sites? There is a separate file for that here:
http://en.support.wordpress.com/blogroll/Maybe save the top navigation could be for internal sites, and the link menu can be for external? Up to you though but I just wanted to throw this option in the mix. :)

You can do this. Just have to take it one step at a time. Don’t give up.
