How to edit the name of categories and delete categories?

    I am trying to edit and delete some categories from the free version of wordpress. I followed the help section in wordpress and found a detailed explanation of how to add categories but nothing whatsoever about how to delete/edit pre-existing ones. When I google this problem I get all the answers pointing to a black/grey menu that does not exist in my wordpress. My wordpress menu is different and it light grey/blue with no apparent option to change categories. Please help this is so frustrating.

    You can edit or delete a category from your WP Admin screen. To reach that, add “/wp-admin/” to the end of your blog url. For example: pisceum.wordpress.com/wp-admin/

    From the sidebar, select Posts > Categories. On the right side, you’ll see a list of all the categories on your site. Hold your mouse over the one you want to rename or delete and that will bring up options to Edit, Quick Edit, Delete, and View. Select the appropriate option.
