How to edit Title and header Description

I will be visiting someone with a full WordPress site. I see that their page <title> just quotes the URL, and <meta name=”description” isn’t even present in the header. I would like to edit this for them for SEO. How do I do this?

You are confusing WordPress.COM blogs with WordPress.ORG software installs. WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
