How to enable comments open on all posts?

Everytime i publish a post, i see “comments off” in my post. I have to go to my dashboard to turn it on. Is there any way to make comments automatically on without editing?
The blog I need help with is: (visible only to logged in users)

All WordPress.com blogs by default have comments open on all pages and posts. This page > Settings > Discussion is where you set up defaults for comments.

We can also override the default settings and enable or disable future comments on any post or page. http://en.support.wordpress.com/enable-disable-comments/
