How do you enable downloaded themes into wordpress?

Here at wordpress.com we use a multi-user version of the wordpress software and share the themes so you can only use the ones under presentation. If you wish to use another theme, you will have to get a domain name, pay someone for hosting and download the software from wordpress.org.
To make it easier on the volunteers on the forum to help you, link your blog address to your member name. At the top of the forum page, click “view your profile” then click “edit” and enter your wordpress.com blog address in the “website” field and then click “update profile.”

Basically I want to make a blog like this:
But obviously different to it as I don’t want an identical one.
How do I do this? A simple step by step guide would be good as I’m no computer wiz. I went to download.zip but once I downloaded it I don’t have a clue what to do with it… it says ‘If you have no idea what to do with this download, we recommend signing up with one of our web hosting partners that offers a one click install of WordPress’… should I do that as it does everything for me?

As explained in your other thread about what a host is, I will continue here. thesacredpath already explained that we have a multi-user installation of wordpress here. It doesn’t allow users to download themes and upload them to their servers. Check out this posts for more detail. If you hire another webhost, then the downloaded themes can be used, but that is from the software downloaded at:
