How to Enable User Registration on WordPress.com site?

  I have been searching for how to enable new user registration on wordpress.com site.
  I have this query regarding http://www.developmentdiscourse.com
  Please check the theme and other things if some thing that need to be done to enable the user registration.

  The blog I need help with is: (visible only to logged in users)

  Hi,
  It depends what you mean by “registration on wordpress.com site.” A WordPress.com member can be invited to be a contributor on your site, but the process isn’t initiated by the member, it’s initiated by a site administrator as described in the support page Inviting Contributors, Followers, and Viewers. See also the User Roles support page.

  If you mean you want to provide a link to the WordPress.com sign up page, that can be accomplished by adding a link with the destination URL https://signup.wordpress.com/signup/ to a text or image widget, or in any post or page.
